East Tennessee Pharmacy Services, located in Knoxville, is a full-service pharmacy employing a team of pharmacists, certified pharmacy technicians, billing experts, and nurse account managers that serve all of East Tennessee and Southwest Kentucky. In partnership with our other long-term pharmacies – Middle Tennessee Pharmacy Services in Shelbyville and Guardian Mid-South Pharmacy in Memphis – we serve thousands of residents across the state, from those in skilled nursing and assisted living facilities to mental health residential.

David Brown, Pharm D, is the Co-Founder of ETPS. He is also the Co-Founder and Co-President of ETPS’s sister pharmacies, Guardian Mid-South in Memphis and Middle Tennessee Pharmacy Services in Shelbyville. An experienced long-term care pharmacist, David provides support and guidance to the Knoxville team. Together delivering the Guardian difference to communities and facilities across Tennessee. He is a graduate of the University of Tennessee College of Pharmacy.
Russ Spivey, DPh., is the Co-Founder of ETPS. Along with David Brown, Russ is also the Co-Founder and Co-President of Guardian Mid-South and Middle Tennessee Pharmacy Services. For more than 20 years, he has provided pharmaceutical services to multiple sectors of the healthcare industry. Russ utilizes his insight, expertise and experience, providing outstanding customer service while coordinating the three pharmacies’ statewide coverage. He attended the University of Tennessee in Knoxville and is a graduate of Samford University’s School of Pharmacy.
Rick Emerson is the Vice President of Pharmacy Services for East Tennessee Pharmacy Services and supports the efforts of Operations and Business Development. Rick has extensive experience in the field of Long-Term Care Pharmacy and has worked in multiple Long-Term Care markets including the DIDD and MRDD field. Rick utilizes years of Pharmacy experience in Tennessee, Ohio, Kentucky and Mississippi to provides support and resources to Administrators and Directors of Nursing in Knoxville and East Tennessee. Rick attended Belmont University and is a graduate of Trevecca Nazarene University MHR program.
Dr. Robin Garner Smith, Pharm.D., MHA, BCPP, FASC joined ETPS in 2014 and serves as Director of Operations. With her extensive experience in operations, she has already made a significant impact on work flow processes within the pharmacy.
Prior to joining ETPS, Dr. Smith spent 13 years with the Vantage® family where she served as senior vice president of pharmacy services.
A graduate of the University of North Carolina, Charlotte and the University of Maryland, Robin holds a Bachelor of Science degree in Biology and a Doctorate in Pharmacy. She achieved board certification as a psychiatric pharmacist in December 2004 and in 2013, graduated from the School of Management at Simmons College with a Masters of Health Administration.
Olivia McGhee joined ETPS as the Director of Finance and Administration in 2019 with more than 25 years of Accounting and Business Management experience. Her tenure at prior companies in the Life Science industry has provided an accomplished skill set and experience widespread in these areas. Because of a take-action and teamwork mentality she excels and is helping succeed to meet local pharmacy, patient care and financial goals. Along with her hard work ethic and outgoing personality, Olivia brings an excitement and energy to the company in helping it thrive and grow to the next level. She received her Certified Bookkeeper Certification from the University of Tennessee and is a lifelong Knoxville native.
Kelly Hansel, RN, is the Nurse Educator. She provides educational in-services and support for all aspects of the pharmacy, including medication storage compliance, survey readiness, medication pass compliance, Alzheimer’s and dementia education, IV certification and more. Kelly has a strong passion for equipping long-term care communities and their staff with the education and support they need to best care for their residents. Kelly is a graduate of Roane State Community College.
Angela Tackett, LPN, is our Nurse Account Manager and works closely with our customers and provides support to Kelly for her duties. Angela has over 25 years experience as an LPN, the last 12 in long term care. She completed her studies at Fayette County School of Practical Nursing, West Virginia and also studied at Northwest Mississippi Community College.
